"I wonder if a fax could outrun these bad guys.  We know they just go from one high-rise to the next."

Turns out, these words were about to change many lives forever.

Early in 1990, Paul Secaur and Phoenix police officers had just caught a thief stealing purses from desks in the high-rise building Paul managed with his wife, Peggy.  To address the issue, the Secaurs had a meeting with six other surrounding high-rises and a major mall.  It was decided that whenever one of them had a crime happen, they would call 9-1-1.  They would then send Peggy a fax which she would dispatch to all others at the meeting.

WITHIN THREE WEEKS, those faxes:

  • Caught an attempted rapist.

  • Found an elderly gentleman with Alzheimer's who had gotten lost.

  • Broke up a counterfeiting ring.

  • Caught a bank robber.

Shortly after, a Phoenix police seargent, Danny Tunney, came to the Secaurs' office.  He stated that his last three arrests in the area had a fax tied to them and asked what was going on.  Upon hearing what this community of high-rises was doing, he immediately took the Secaurs to meet then-Phoenix Police Chief Ortega.  Chief Ortega asked the Secaurs to expand the network and offered to call other major city police chief's around the country to see how they were doing it.

Within a week, Chief Ortega called the Secaurs and told them not one other city in the United States had even thought of sending fax alerts.  So, on April 1, 1990, he asked the Secaurs to develop a bigger network...and put Phoenix on the map.

Upon returning to their offices, Paul and Peggy sat down to begin planning an implementation strategy for the important task they had been given.  They decided:

  1. The company would be called Fax Net 1.

  2. They would not do this to draw attention to themselves or get their names in the press; their SOLE intent was to help Arizona be a safer place to work, live and play.

  3. NO ONE should ever profit financially from this effort.

  4. Success would require the business and residential communities coming together to help put the bad guys out of business.

  5. The company would be structured and operate as a 501(c)(3) non-profit organization.

Within three months, Fax Net 1 had been formally established and its network of databases had already grown dramatically.  On July 26th, Sgt. Tunney returned to the Secaurs' offices with his partner, Sgt. John Domblisky.  Sgt. Tunney commented, "Hey you guys, you do not know what a FABULOUS tool you have given law enforcement." 

After making some suggestions about where the program could go as it moved forward, the officers drove away.  A mere 10 minutes later, as they drove back to their station, the officers were T-boned by an attorney who had been smoking dope for 72 hours yet got into his car and drove. 

Sgt. Tunney and Sgt. Domblisky were killed on impact.

At their funerals, Peggy made a promise to each of them in her heart.  She promised that she would do as they had asked and would make them proud.  Fax Net 1 would be their legacy.

Now, more than 20 years later, everyone is sure that Sgts. Tunney and Dombliski are smiling broadly.  After all, their legacy is accomplishing great things.  Specifically:

  • Over ONE MILLION fax numbers will be called this year, with alerts from law enforcement -- local, state and federal.  Nearly that many emails will be sent as well.

  • Fax Net 1, on average, helps law enforcement catch one criminal every nine days.

  • THERE IS NO CHARGE TO ANYONE FOR ANYTHING THAT FAX NET 1 DOES.

  • Law enforcement agencies of all kinds tell Fax Net 1, on a regular basis, that it is one of the best secret weapons they have in fighting crime.

An award winning 501(c)(3) non-profit organization, Fax Net 1 will continue working to achieve its goal of reducing crime in neighborhoods, and will continue building its network of partnerships both locally and nationally to help implement Fax Net 1's exceedingly successful crime prevention programs.  It will continue to carry on the legacy.
